POLICY STATEMENT

Texas State University is committed to supporting the use of small and historically underutilized businesses.

  1. SCOPE

    1. * It is the policy of Texas State University to encourage the use of small and Veteran Heroes United in Business (VetHUB) by making good faith efforts in the procurement of goods, services, and contract awards.
  2. OVERVIEW

    1. Texas State has adopted the Statewide Procurement Division rules as their own in accordance with Texas Government Code §2161.003, State of Texas Comptroller’s Statewide Procurement Division Rules, Texas Administrative Code, Title 34; Part 1; Chapter 20; Subchapter D, Division 1, Texas Education Code §51.9335, and The Texas State University System (TSUS) Rules and Regulations, Chapter III section 18 (Historically Underutilized Businesses).
  3. RESPONSIBILITIES OF THE HISTORICALLY UNDERUTILIZED BUSINESSES COORDINATOR

    1. * The director of Procurement and Strategic Sourcing shall act as Texas State’s VetHUB coordinator and:

      1. have the authority to develop and implement policies and procedures necessary to comply with state VetHUB requirements;

      2. oversee record-keeping efforts to ensure the effectiveness of the VetHUB program and report the progress;

      3. submit required VetHUB reports;

      4. develop, implement, and maintain a marketing and outreach program;

      5. develop and implement a mentor protégé program;

      6. develop models of education for in-reach and out-reach activities;

      7. review and approve VetHUB subcontracting plans, evaluate contracts for VetHUB compliance; and

      8. encourage potential VetHUBs to go through the VetHUB Certification Program through the comptroller’s office.

  4. * PROCEDURES FOR IN-REACH AND OUT-REACH

    1. Procurement and Strategic Sourcing may create a VetHUB advisory committee. The VetHUB advisory committee will consist of key campus purchasing staff and assist the VetHUB coordinator in:

      1. identifying potential VetHUB vendors of goods and services to stakeholders in their departments and divisions;

      2. attending VetHUB focused outreach events to meet VetHUB vendors and discuss future procurement opportunities in their department and division; and

      3. meeting with VetHUB vendors interested in providing goods and services to Texas State.

    2. The VetHUB advisory committee will encourage their departments and divisions to incorporate Texas certified VetHUB vendors in the procurement of goods and services for their areas.

    3. Procurement and Strategic Sourcing shall participate in educational out-reach activities by:

      1. attending Economic Opportunity Forums (EOF) and VetHUB related regional or statewide outreach events and hosting EOF events;

      2. attending meetings between VetHUB vendors and Texas State staff;

      3. attending construction solicitation to encourage the use of VetHUB subcontractors in the award process; and

      4. utilizing the Comptroller’s Statewide Procurement Division’s Centralized Master Bidders List to identify potential VetHUB vendors for the procurement of goods and services.
